A AMBIVALÊNCIA DO SISTEMA INTERAMERICANO NA TUTELA DOS DIREITOS HUMANOS

O presente trabalho pretende discutir as ações empreendidas no âmbito do Sistema Interamericano de Direitos Humanos, no intuito de analisar as limitações institucionais – inerentes à dinâmica tradicional hegemônica interestatal – e a progressão do Sistema na salvaguarda da dignidade humana dos cidadãos americanos. Evidencia-se, assim, a abordagem ambivalente do Sistema que condiciona sua capacidade de estimular a emancipação a partir dos direitos humanos.
